how will site "A" get a higher PR? (take in consideration everything pointing/linking to it has the exact same PR value)
having 10 different files in the same domain linking to it?
or
having 10 different subdomains (subdomain.mysite.com) linking to it?
or
having 10 different websites linking to it.
(don't forget PR is equal for all starting points)

TO get higher PR 10 different links from 10 different sites is helpfull.

If you think higher PR means higher ranking then you have to change your thinking. dont worry about higher PR if your site get higher ranking in serp then its good for you.

pagerank is based off of google's unique and complex algorithm. domain name history, inbound links from respectable sites, and the quality of the content on your site will your improve you rankings.

Backlinks from differenet unique sites help in getting higher PR. google algorithm counts no. of backlinks to give page ranks but sites should be relevent to your site.
