hello everyone i have received an e-mail about a newkind of link exchange system rank1 at rank1.info .i wonder has anyone of you heard about the site, used it?is it good?and will it help my site gaining PR?

I've been thinking of linking my business webite to topsinamerica.com.
It's a "top ten" business listing in city, state and america. From what I see it's a pr5 site and they are asking $30.00 a month.
Has anybody any input to the value of this?
